三重県[みえけん]伊勢市[いせし]の市役所[しやくしょ] (= city council)では、時間[じかん]の無駄[むだ] (waste of time)をなくすために、こんなソフトウェアーを使[つか]っています。。。

それは、会議中[かいぎちゅう]の職員[しょくいん] (= staff)の人件費[じんけんひ] (= personnel cost)を一秒[びょう]ごとに計算[けいさん]して(=to calculate)、パソコンの画面[がめん] (= a computer monitor)に表示[ひょうじ]する(to show)ミーティングタイマーなんです。市長[しちょう]から一般職員[いっぱんしょくいん]を8階級[かいきゅう] (= ranks)に分[わ]け、それぞれの一秒[びょう]あたりの給料[きゅうりょう]を計算[けいさん]します。そして、会議[かいぎ]をするときにいつもそのデータをセットして、会議[かいぎ]のコストを計算[けいさん]するそうです。
例[たと]えば10月の定例[ていれい]記者[きしゃ]会見[かいけん] (= press conference)には市長[しちょう]、副市長[ふくしちょう]、職員[しょくいん] 6人が出席[しゅっせき]しました。この会見かいけん]は31分17秒だったそうです。かかった人件費[じんけんひは合計[ごうけい] (= in total)で1万3,323円[えん]だったそうです。
このように時間[じかん]をいつもお金[かね]に計算[けいさん]して、無駄[むだ]な会議[かいぎ]をなくそう、という試[こころ]みだそうです。このニュースは先日[せんじつ]、朝日[あさひ]新聞[しんぶん]で読[よ]みました。このページにはそのパソコンの画面[がめん]の写真[しゃしん]があります。いやはや、すごいですね。。。
The software can calculate the personnel cost per second and show the result on the computer monitor—the council now uses this every time they have a meeting. Here is how it works: the staff working in the council is categorised into eight groups according to their salary and then their per second salary is calculated. Every time they have a meeting, they enter the information—who attend the meeting and set off the software when the meeting begins. For example, the council held a press conference last month with the mayor, the deputy mayor, and six general staff members. It took 31 min 17 sec and the personnel cost the software calculated was 13,323 yen (a bit over NZ$ 200).
This software helps the staff be aware how much tax payers’ money they are spending for their meetings and encourages them not to waste any seconds by unnecessary talk! I read this news on this page of Asahi Shimbun Newspaper the other day.
