今日[きょう]、朝日[あさひ]新聞[しんぶん]で、福島[ふくしま]原発[げんぱつ] (= nuclear plant)の事故[じこ]についてのレポートのニュースを読みました。
I read an article that appeared in Asahi Shimbun Newpaper today about the report of Fukushima Nuclear disaster.
福島[ふくしま]原発[げんぱつ]独立[どくりつ]検証[けんしょう]委員会[いいんかい] (= committee)というグループのレポートです。これは、独立系[どくりつけい] (= independent)シンクタンク(= Think-tank)によって作[つく]られたグループです。このグループの中[なか]には、研究者[けんきゅうしゃ] (= researchers)、弁護士[べんごし] (= lawyers)、ジャーナリストなどがいます。政府[せいふ]から離[はな]れた (= independent)立場[たちば] (= status)で、福島[ふくしま]原発[げんぱつ]の事故[じこ]を検証[けんしょう]しよう(= to examine)、という目的[もくてき] (= aim)がありました。
レポートは400ページです。とてもショックだったのは、当時[とうじ]の(= at that time)政府[せいふ] (= the government)の場[ば]当[あ]たり的[てき]な(= ad-hoc)行動[こうどう]が、状況[じょうきょう] (= situation)を悪化[あっか]した(= to worsen)というレポートです。また、東京[とうきょう]電力[でんりょく] (= TEPCO)もこのような事故[じこ]に対応[たいおう]できる能力[のうりょく] (= ability)を持[も]っていませんでした。
二度[にど]とこんな事故[じこ]が起[お]こらないように、しっかりと調[しら]べて、今後[こんご]の対策[たいさく]を考[かんが]えてもらいたいです。
This report was submitted by a committee set up by a private Think-tank. The committee consistes of various type of people such as scientists, lawyers and journalists. Its aim was to examine the Fukushima disaster from non-governmental viewpoint.
This 400 page report has revealed all sorts of shocking facts. One of the most shocking findings was that the government’s ad-hoc (or almost panicky) reaction (English media used the expression “devil’s chain reaction”) worsen the situations at the time. The report also revealed that TEPCO’s lack of ability /preparation towards such huge incidents.
We definitely need thorough investigations on exactly what happened and how we can improve our situations for the future.
