人災だった It was preventable

昨日[きのう]、福島[ふくしま]原発[げんぱつ] (= Fukushima Nuclear Power Plant)の事故[じこ](= accident)調査[ちょうさ](= investigation)委員会[いいんかい] (= committee; panel)が調査[ちょうさ]結果[けっか] (= results; outcomes)を発表[はっぴょう]しました(= released)。

A parliamentary panel that had been investigating Fukushima Nuclear Power Plant accident released its findings yesterday.

委員会[いいんかい]は640ページもの報告書[ほうこくしょ]を提出[ていしゅつ]しました(= submitted)。委員会[いいんかい]の結論[けつろん] (= conclusions)を簡単[かんたん]に言[]えば、人災[じんさい] (lit. damage caused by people)だった、ということです。いろいろな要因[よういん] (= factors)がありました。ウォールストリートジャーナルの日本[にほん][ばん]このページや、英語[えいご][ばん]このページでこのニュースが読[]めます。事故[じこ]の直後[ちょくご] (= immediately after)は「津波[つなみ]が大[おお]きすぎて、予想[よそう] (= prediction)できなかった」という意見[いけん] (= opinions)をよく聞[]きました。でも、決[けっ]してそうではありませんでした。

東北[とうほく]地方[ちほう] (= Tohoku Area, where is the worst affected area)では、1年以上[いじょう][]った今[いま]もまだ行方[ゆくえ]不明[ふめい][しゃ] (= missing people)がいます。本当[ほんとう]にこれから政府[せいふ] (= government)や、東京[とうきょう]電力[でんりょく] (= Tepco)、その他[]関係[かんけい]機関[きかん] (= relevant institutes)ははしっかり責任[せきにん]を持[]って(= responsibly)仕事[しごと]をして、二度[にど]とこのような事故[じこ]を起[]こさないようにしてほしいです。
 
The panel revealed its findings in a 640 page report; to cut a long story short, the panel concluded it was preventable. Immediately after 3/11, we often heard that Tsunami was too huge to be predicted and there was nothing Tepco (= Tokyo Electric Power co.) could have done. But this was not the whole truth…
 
Thousands people are still missing in the worst affected area. We really hope that Tepco, the government and the relevant institutes will sincerely learn from this tragedy and give the very best efforts to prevent such an incident ever again.
